Israel: A revolution in the protection zones of rest


Terrorist attack in a complex of Sharon, Tel Aviv, revealed the Achilles' heel of the internal security of Israel.

Attack Saron has led to a rethinking of the principles of the protection of a large entertainment complexes. Security Minister Gilad Erdan after the attack has appointed a professional committee, which was to assess the current situation with the safety of such systems and to formulate recommendations.


The Committee recommended the establishment of a new program protection of recreational areas and crowded places, which are now vulnerable to terrorist attacks.


The existing Law on business licensing applies to private commercial space - shopping malls, hotels, bus stations and banquet rooms - but it does not apply to open spaces - and they are often characterized by a high concentration of people.

In accordance with this, the Committee recommended Erdanu to amend the legislation, according to which local authorities will be required to obtain a permit for the protection of any complex in which an area of not less than 1,000 square meters of working at least 10 businesses.


In practice, this will mean that a number of well-known and popular recreation areas will need to enter a much more stringent security measures. Among them: Saron, Port of Tel Aviv, Yarkon Street, Carmel Market, and Taha Ha, Ha My Tho Hutsot Mifrats in Haifa, Mahane Yehuda market in Jerusalem, the hotel zone on the Dead Sea, and others.


The pilot project, which embodies the principles of the new protection was carried out in the area of the Dead Sea hotels. We are talking about a few security circles. First of all, it will set clear outer limits of recreational areas. They are equipped with surveillance cameras, sensors and alarm systems, as well as checkpoints at strategic points. Also introduces a system of armed patrols in the recreation area. The inner circle of security, except for armed guards, will include a central control and monitoring room, open 24 hours a day. From it will be supported by a continuous relationship with the local police.


Implementation of the program was accelerated after the attack in early July in Nice, when the driver of the trailer ran over 84 people. The program provides for special measures to prevent this type of attack
